The post-graduation work permit (PGWP) is what turns a Canadian diploma into Canadian work experience — and that experience is, for many people, the route to permanent residence. But since 1 November 2024 the rules have changed, and a diploma alone is no longer enough.
The general requirements
To be eligible, you must meet all of the following:
- you completed a programme at a PGWP-eligible designated learning institution;
- the programme lasted at least 8 months — or 900 hours for Quebec programmes;
- you maintained full-time student status in every semester (part-time is tolerated only in your final semester);
- you apply within 180 days of confirmation that you completed your programme;
- your study permit was valid at some point during those 180 days.
The last point is the one most often missed. Many students wait for an official transcript or the physical diploma and let their study permit lapse in the meantime. It is not the diploma that starts the clock — it is the confirmation that the programme is complete.
Language: compulsory since 1 November 2024
This is the change most people discover too late. Unless you graduated from an eligible flight school, an official language test is now required, and the minimum level depends on the kind of programme you studied.
University degree — CLB/NCLC 7
Bachelor’s, master’s, doctoral and other university programmes: level 7 in all four abilities (reading, writing, listening, speaking), in English (CLB) or French (NCLC).
College, polytechnic or non-university programme — CLB/NCLC 5
For a college diploma, a DEC, an AEC or a non-university programme: level 5 in all four abilities.
On IELTS General Training, level 5 corresponds roughly to 4.0 in reading and 5.0 in writing, listening and speaking. Accepted tests are CELPIP, IELTS General Training, PTE Core, TEF Canada and TCF Canada.
Field of study: the requirement that rules out the most people
If you submitted your study permit application on or after 1 November 2024, and you graduated from a college, polytechnic or non-university programme, your programme must fall within an eligible field of study — one linked to an occupation in long-term shortage.
This requirement does not apply to bachelor’s, master’s or doctoral graduates.
This is something to check before enrolling, not after. A perfectly legitimate college programme may simply not appear on the eligible list, and discovering that once you hold the diploma cannot be undone.
How long the permit lasts
The length depends on the level and duration of your programme — and on your passport expiry date, whichever comes first. If your passport expires before the end of the period you would otherwise qualify for, the permit is issued only to the passport date. You can then apply to extend, on paper, once you have the new passport.
In other words: renew your passport before you file the PGWP application, never after. It is the most expensive and most easily avoided mistake in the whole process.
Three mistakes that come up every month
1. Waiting for the diploma instead of the confirmation. The 180-day countdown starts at confirmation of completion — often a letter from the institution — not at the graduation ceremony.
2. Taking the language test too late. Test seats book up weeks ahead and results take time. Book during your final semester, not after it.
3. Choosing a programme without checking the field of study. For college programmes, this single requirement decides everything.
